Leak. The system has to hold vacuum before adding any refrigerant. Check every mechanical connection. If new o-rings were not installed at those connections....potential leak source. Check all access ports. The schrader valve cores at those access ports can be a leak source....rubber seats degrade over time. Those should be replaced with plastic-seat type valve core. Evaporator and/or condenser could be leakers. Compressor can be leaker.
I converted my '87 DeVille over 12yrs ago and have been very satisfied with the result.

I converted an 83 eldo over a few years ago, the first time around I got frost on the inside of the windshield, obviously an evaporator leak. Vacuum held overnight but did not start leaking untill it was charged and the evaporator was cold. I don't know how you could check for this beforehand without charging it. Evacuation is certainly the first step but it may still leak when charged even if it does hold vacuum. Fortunately r134 is relatively cheap.

"it may still leak when charged even if it does hold vacuum"
Hard to understand that. When I suspected my evaporator was the leak-source: I took it out for inspection. Nothing visible, so I made a solution of dyed soapy water. Saw the drip area but had to use magnifying glass to see the actual leak spot. Such a tiny almost invisible hole, but it never held vacuum. Could you're leak have been in the connection instead of the evap body?
