I have a 1994 Cadillac DeVille and cannot find the hazard flasher can or unit. Usually they are up under the dash near the fuse panel and on this car there is a fuse panel in front under the hood and in back in the trunk.
I am the guy who had the dash lights flashing coincedentily with a clicking or ticking (sound like just by the head lamp switch. When I turn on the head lights the dash lights don't flash from low to bright. And the flashers although lower in beam than with the regular switch go off after about the same time as a head light delay - but my head light delay is "off" Also, seems my insturment panel lights do not dim with the head lamp switch when it is turned.
