I have a '93 fleetwood brougham that needs the plastice trim on the front and rear bumpers replaced,where can I get these parts and how are attached to the bumpers?

You can try GM parts direct or try a salvage yard or even ebay. They are bolted on from the inside of the bumper. If they are not too damaged you could also give them a coat of paint to cover the imperfections.
