Yes, you can clearly see the cooler from behind on the new V.

Factory diff cooler. Cool!!

And should be considered vital if you're doing any track driving with your new V.

That is very cool.... Gotta start scoping out V's... A friend of mine has a 05 (red) that I talked him into. Car is a blast!

Is this standard or optional on the '09 CTS-V?

Dealer-installed option. Unfortunately.

I guess I need to add this to my order then!

I thought Cadillac Tony said something about it not being available for order yet, for some reason. If you're getting a car soon, you may need to buy the cooler and plumbing afterward and have someone install it.

I don't think either the cooler or the brake upgrade are available yet.

Correct. I think Brembo is still finalizing the rotors for the brake upgrade. Unsure what's holding up the diff cooler.

Of note, the only thing of worth that the brake upgrade gets you are the rotors. Same calipers (just red), same pads, same everything else. So if folks are considering the brake upgrade, just wait for the rotors to be available through SPO and buy them yourselves.
