Wondering what the Proper Coolent Temp should be for a 94 Seville

Normally, without a/c on, somewhere in the 195-210 range. Fans will come on low at about 224, usually in traffic, not on the road, and temp will drop back to 200 +/-. With a/c on, fans run in low, so it should sit at 200 +/- unless you're in high temp air and traffic, and it may creep up to the 230's when fans go to high.

OK......that assumes that you have the OEM thermostat which is set to begin at 188 and be fully open at 206. Any other thermostat and/or modification to the fan settings and all bets are off. The engine was designed to run at ~210.

Many, many posts this spring and summer on cooling and fans. Do some homework in Seville and Northstar Performance.
