I Have a 95 Eldorado With a Winding Noise Alomst Like Paper is in The Fan
But The Fan Is Not On, I replaced The idler Pulley About 3 Months Ago
The Belt Is New. I Would Sometimes Here A Noise Coming From That Direction
Months Ago But Would Go Away After a Day, When I Start The Car Up It
Winds and When I Put It In Gear It Goes Away But When I Hit The Gas It Comes Back. Anyone Have Any Ideas Please Let Me Know.

"Paper in the fan" noise as in "flap,flap,flap,flap....." on light acceleration ?
Sounds like an exhaust manifold gasket leak or single intake manifold gasket vacuum pop.
Use a stethoscope and do some snooping.

its the 4.6 northstar, 9 is the eigth on vin.
its not really a flap and it happens when i start it up as well.

Is the noise temperature sensitive? i.e. does it change when the car is cold vs. after warm up? Does the noise change with engine speed? i.e when you rev it in neutral does the noise speed up with the motor? I'm with Sub on a possible manifold leak or another possibility is a failing bearing in the belt driven accessories: alternator, PS tensioners, etc. I gotta admit from the title of your thread, I don't know what a harmonic balancer sounds like.

I think he's saying that, if the harmonic balancer rubber or silicone damper ring has fallen apart, it would rattle or clank. BUT, that's a far more scary noise than a rhythmic flapping. A shot balancer sounds as if the crank is coming out of the car.
