can any body tell me why my cooling fan on my 1993 cadillac fleetwood brougham only comes on when I turn my A/C on and only one fan spins the other one don,t spin

Second fan comes on at approx 220 degrees coolant temperature. First fan is to control pressures within the A/C system.
