There are clips that hold the carpet sidepanels onto the plastic and seem to provide friction on the 98. Anyone know how i can acquire more of these.

Probably dealer is the best bet for stuff like that. gmpartsdirect.com, gmotors.com or any of the other GM online retailers should also stock them.
