I can't quite make of this .What is that gauge just under the driver side mirror for ? Is it like today's digital outside temerature gauge ?

Yeah, pre '81 or '82 the exterior thermometer was installed under the driver's side exterior mirror. Then in '81 or '82, the newly redesigned ECC module displayed the exterior temperature in digital format.

When I was looking for a new mirror for my car, I was trying to find one of those just because they're so cool.

They light up too! There is a fiber optic lead from the thermometer to the dash instrument cluster, when the lights go on so does the temp!
