Hey can someone like Ranger help explain how to find and change the FPR on my Eldorado 1993 4.6. I can't find it and I'm not exactly sure where the fuel rail is. This is the first time I've worked on it myself instead of bringing it somewhere. Thanks for the help

There is a write up in the tech tips section. Its a really easy fix.
The '93 & '94 are inside the intake manifold. Remove the cover and you'll see the rail and the FPR mounted to it. How do you know it needs to be replaced if you haven't inspected it yet?

Well all the signs were pointing at changing it and I did today. Now the car is running smooth at idle as I have not driven on the road yet. Also underneath of the FPR there was a significant amount of gas inside the manifold. It is still billowing white smoke, is this just the gas inside burning off or is it something else?

by the way, the original problem was white smoke and rough at idle and loss of power while driving, like stuggling up hills and constant speed
Sounds like you still have a leak (assuming that you sopped up the fuel in the manifold). Maybe a cracked fuel rail. Take the cover off again. Turn the key on to pressurize the fuel system, but DO NOT crank the engine as it will runaway at uncontrolled WOT. If there is a leak in the rail it should make itself evident.
