Just bought a 1999 cadillac seville sts
As I drive i hear a noise from the dash under my steering wheel.
its a click like a switch is turning on.
i driven in one before that had the same thing does anyone have an idea what it is and how to shut it off
Under what conditions do you hear this sound? Is it continuous or only once? At start up? During acceleration? When the heat is turned on? When you step on the brake? Give us some clues.

Your heated seat is broken and that sound is the relay. I'm not sure how to figure out what exactly is wrong but it is probably a bad element in the seat.

There's a thread running in here, very recent, with fixes and pictures. Snoop around Seville, DeVille, and Tech forums.
It's the relay clicking in order not to overvoltage the remaining heat panel: there's one in the seat pad and another in the back pad. You have to do some VOM work to figure out which pad is bad, and then learn new words trying to disassemble the whole thing. www.gmpartsdirect.com (http://www.gmpartsdirect.com)

This is for Deville but Seville may be similar
