I wanted to save a buck and change my fuel filter on my own, seemed simple enough. Well it turned out not to be so simple, here is what I did.

started engine and pulled fuse to fuel pump, engine stopped.

jacked up the rear right a bit and slid under car

loosened top banjo bolt no problem, bottom banjo just spins free.

I am trying to figure out how to get the bottom banjo bolt out, is a special tool needed? Why would it spin freely in both directions?

Needless to say, car is not running as if I try to put it back together the bottom banjo leaks.......

Sounds like the bottom banjo has stripped. You may try using a pair of vicegrips to squash the fitting on the filter and maybe it will back out.Just do it a little at a time and it may bot damage the bolt.
