What could trigger this code, my fuel pump fuse keeps blowing, why? I know ther eis one feed line and one return line. Is there i valve of some sort in the return line that isn't working?

You fuel pump could be going out and drawing too much current (most likely scenario), but you may want to try replacing the fuel pump relay first since they're so cheap. You could also up the amperage of the fuse as a temporary fix.

I never blew a fuse, but I had an E20 code on my 85 Deville and my car would sometimes stall after it started when it was hot outside. Turns out the relay was going bad, and not kicking on in hot weather. The car would start on fuel already in the TBI, then die once it ran out. I had to crank it until the oil pressure built up to bypass the relay.

I already replaced fuel pump tonight, i discovered the first blown fuse afterwards when the car still wouldn't start, it blew on me again while i was driving home, luckily i had an extra so i ripped off the bottom cover and changed it, but this is no good, i'm going to try to change the relay. A blown fuse usually means something is drawing too much current....I believe an electrical short to ground would also pop the fuse. Did the fuse pop prior to changing the fuel pump? If yes, was the fuel filter also changed? A plugged filter could cause the fuel pump to overwork and pop the fuse....if this is the case, change the fuel filter.

On some Cadillac models, the relay for the headlights is the same (and located nearby) as the relay for the fuel pump. As a quick test of the relays, you could simply swap them.

well i replaced the relay this morning and everything seems fine now, fuse was blown prior to fuel pump change, and the fuel filter was replaced a year ago and i only put 91 octane gas
