On the 06, can the auto locking doors be completely deactivated ?

I believe you can turn everything off in the DIC personal settings.
see pages 198-200.............3-74 thru 3-76

I tried all of those and have the car set to unlock when in park, better than nothing.

I have the delay set to "on" but I think it still locked the doors just faster when set to "off", I will verify.

It doesn't bother me until you have a passenger. Pull up to the curb, blocking traffic, so they can quickly jump out but they are stuck in the car b/c I forget to hit unlock and they can't find switches. Very annoying. Guess it protects from carjacking but let me and my pals deal with that.

You mean carjacker or wife!

Whoever has the biggest hooters :)

Now that I think about it, it's probably a integrated safety thing, like foot on the brake before you can shift.

Yes, I think they mention somewhere that its safer with the door locked in a car accident because they dont open so people can be thrown out of the car and get more injured.
Maybe its best to get used to it and live with it.
