Well, it's clearly just a looks thing. Could they have made both active outlets? Yes. But it might also have added excess complexity, and been something that few would notice if it wasn't pointed out (or you just actually looked). That's not to give them a pass...but I think it's an interesting look, for once, in terms of exhaust tips in the bumper, and not all that bad of a design choice.
