Since my eldo 97 compressor is not coming on (no DTC codes), I need to check the A/C relay. I noticed that the A/C relay and Fuel Pump relay are tied with some black tape wrapped around both of these. My concern is that if I cut the tape to pull out the A/C relay, I will not be able to wrap around th tape again (tape is wrapped around and has almost no space). Any idea how to pull and test the A/C relay please.

If it were me I would cut tape and check relay.

Ahh yes very simply you cut the tape and then after changing or checking the relay either way wrap it with electrical tape, about the space thing its simple cut a 12" strip wrap it, cut another one wrap, you get the idea. or you can cheat like i do sometimes if they're on the ends just pull the tape back pull the relay and place tape back over.
