I have a 1999 DeVille. All of a sudden, after a recent storm the headlights won't go on, the trunk and gas cap opener won't work either inside the car or by the remote, and the garage door opener won't work. My husband checked all the fuses under the hood and they are all okay. Any help would be appreciated. Thank you.

There are more fuses than just under the hood - usually there's a second fuse box somewhere, either in the trunk or under the rear seat. The headlights not working is odd though, they should be on a separate fuse.

Headlights are usually on an automatic reset circuit breaker. When they are shorted they blink on and off.

All those items are controlled through the BCM on the back of the rear passenger seat. Now this happened after a storm, so I think either one of two things happened. One the car was hit by lightning and knocked the BCM out, it should have knocked the whole lot out or rain got down the back through the trunk and shorted the BCM that way. If you run the codes for the PZM it should point you in the right direction.
