I have a 2006 DTS YESTERDAY AT 80MPH WE HEARD A BANG AND A VERY LOUD SCRAPING NOISE FROM THE UNDER CARRIAGE OF THE CAR. PULLED OVER AND THIS BLACK PLASTIC PANEL THAT COVERS THE WHOLE FRONT END FROM THE BUMPER TO FRONT STABILIZEER BAR I THINK THAT WHAT IT IS HAD COME HALF WAY OFF AND WAS BEING DRAGGED ON THE STREET THE RUBBER VALANCE DID NOT COME OFF WHAT FUNCTION DOES THIS BOTTOM COVER USED FOR? DOES ANYBODY KNOW? THANK YOU JOHN

It's an air deflector. It forces air to have to go through the radiator, instead of being able to go under it.
It's held on by plastic push rivets, available at any parts store, but it's probably damaged now.

Same thing happened to me. It was really torn up. I purchased a new one from Chris at rippy cadillac. Fast service. Great prices

Re: what's this part for?
Yeah, me too and it's not an extended warranty item so it's a little pricey at the dealer.
