The seller doesn't want to give me the CARFAX number fom a DeVille DHS from '03.
He answers me: we.....dont.........give.......out.........vin #'s it is our company policy.
Don't I understand why?

I can't think of any reason to do that unless the car is stolen or they're trying to hide something. If you can, see if you can sneak over early or late and grab the VIN.
