03 DHS-Rack & Pinion Power Steering Pump replaced and still issues

About a week ago i got my rack and pinion along with power steering pump replaced.

When i turn the steering wheel it sounds and feels like the power steering fluid is low
so at the drive thru at In & Out i get out and check and sure enough it is empty!
How in the hell do you replace the pump and not refill the fluid? When i turn the wheel
all the way it still makes that noise like the fluid is low. What could be the issue?

On the rack and pinion that was replaced it sounds like their is something rubbing against something. It creaks and clatters.

I took it back to the mechanic he puts it on the rack and said that the power steering
sometimes gets air in it and that maybe cause it to sound like that. He did ride in the car with me and as i point out the sound of the rack & pinion he stated that it is new and tends to make noise like that often. He stated give it a month and come back.

I don't like this. Replacing brand new parts should not make this much noise.

After this long ass story my question is what causes that rack and power steering to make those noise?

I am going to call the owner and explain my displeasure and that i want it fixed! Not sure what recourse i have here in Arizona but will look into it.

trapped air - or micro bubbles in the system will cause noise -

bleeding is automatic - by slowly turning the steering wheel -
    lock-to-lock several times -

    try this -
be sure the fluid is full -

cut 4 pieces of cardboard at least 1 foot square -

stack 2 pieces on top of each other -

position the 2 front tires in the center of the cardboard -

with the engine running - trans in park -

SLOWLY turn the steering wheel to the full right position -
then too the full left position -

    do this several times -

    ----------------

the purpose of the cardboard is to reduce friction -
and prevent the tires from scrubbing on the ground -

get a second opinion from a second mechanic. I once had mine replaced to later find out it was a cheap junkyard one - went back to the original mechanic and started a Tsunami is his shop til he finally replaced it with a new one (reman)

if the new pump ran out of fluid it may have caused some wear inside the pump. so now your new pump is no good. Most car shop do not have the equipment or understanding of fluid power. To check a hydraulic pump you need to determine the pressure and flow of the pump. or just keep throwing parts at it.
