Left side is the drivers side, but you seem to be talking about the right (passengers) side. Left & right are always give as viewed from the driver seat.

Are you saying coolant is leaking from the recovery tank overflow tube?

Clicking noise might be a bad bearing on the WP, tensioner or idler pulley.

Re: 1994 deville concours coolant leak

If it is overflowing from the overflow tube, there can be only one reason, the system is being over pressurized and there can only be one of two reasons. Either it is overheating or it is being pressurized by a bad HG.

Is it overheating? If not, time for a block test.

You could either do the block test or try replacing the cap. I think it may be 6 of one or a half dozen of the other as to which you do first.

It won't shut itself off if it overheats (or for any other reason). Are you getting an engine hot warning?

Replace the cap, if it still does it, rent a block test kit from a parts store. It will come with instructions, and there are also videos on YouTube.

Let me clarify. The car will not shut itself off to protect itself for any reason. If it shut off, it simply stalled for some reason, so that's a separate issue. Fill the system to the proper level and drive it, see of it overheats.

OUCH! A HG will not leak externally and cause under hood "smoke" (or steam). Whatever it is sounds like major problems.
