Check fuse in trunk B1 10amp. Check fuse D5 in engine compartment 10amp. If those check good, I think you're into programmer replacement.

Is there a fuse box in the trunk? Check on the fuse box cover to find the location.

    Same for the engine compartment

If it's not listed check to see if any of the fuses protect the a/c heater unit.

it would be a good time to check all the fuses ton see it you may have a bad one.

    Well,
    .
It seems the fuses are good, you have voltage to the motor.

Unfortunately, those programmers have issues from what I've gathered.

You may have to try a used one if found cheap enough and pray that it works or you're into a remanufactured one.

Are you trying the blower with the car running? I went through a similar experience in a 98 Deville, testing it with key on. It had to be running for the blower motor to work.

There is usually some type of retainer keeping them in place, I'll have to take a look at one.
