Had water pump replaced, now my horn sounds like a honda civic

I just paid to have my water pump and belt replaced from a new mechanic ($300 sound right?), when I got my car back my ds headlight bulb was out and my horn was really high pitched.

I already fixed the bulb but I'm not sure where to look for the horn. I couldn't find any tutorials or diagrams online documenting where exactly to check for loose wiring.

Is it easy to access the lower pitched horn or should I just take it back to the mechanic?

    edit: 2004 Deville

The horns are accessible from under the headlamp, but you have to remove the lower air deflector first.

He should not have had to touch either, but if it was the drivers side headlamp and the horns, both being in very close proximity to each other AND the WP, I'd be very suspicious.

$300 is probably not out of line for a WP, belt AND labor.
