    96 DeVille starting hard when cold.

    Tested the fuel pressure today- 42 psi when the pump goes on, stays there when engine running. Goes to 50 psi when I remove the vacuum line from the regulator, which dosen't leak. The battery is a bit down at about 11v but the charging system is working at 13-14v.

    Hard to start as in cranks but doesn't start, or doesn't crank?

    Your battery is toast. A healthy, fully charged battery puts out ~12.6 volts. 12.0 volts is essentially dead.

    At least I won't have to pull the tank yet-it started right up today but it was almost 60f out.

    It cranks fine but dosen't start right away like it does in warm conditions. I had to jump it this past week when it sat for 2 days in 30f weather. Time for a new battery it looks like.

    Could mean the load tester is faulty

    Yeah, something is amiss. It is impossible to have 11.6v and pass a load test.

    Hmm, I don't know what's up then. I got my battery 2 years ago and I don't think I've ever seen it go above 12v in the DIC. After seeing many of the battery threads and low voltage I had the battery tested twice and it passed. Last year it started the car just fine when it was -23. I'm just a little concerned about the voltage being that low and getting stranded somewhere.
