Does it attempt to start(cranks) or does nothing happen when you turn the key?
If it is cranking then starter is fine.

Clean the TB and check for a leaky FPR if the hard starts are when it's hot.

Use the "Acronyms" sticky post just above this thread. (Stickies at the top of every forum page are your friend, as well as the entire Cadillac Technical Archive way up ^^^ in the top black banner.)

The FPR is located on the right rear end of the fuel rail, held into the rail fitting by a hairpin retainer clip. It maintains running fuel pressure at 41 - 47 psi. Remove the engine beauty cover. There is a vacuum line from the FPR to the throttlebody - manifold vacuum side. Carefully pull the vacuum line connector off the FPR nipple - any raw gas there indicates a failed FPR inner diaphragm. If the vacuum line/connectors are cracked/broken, the whole line can be replaced with a proper sized length of vacuum hose from the Help! racks at a large parts store or NAPA.

Google "cadillac forums 1999 deville fuel pressure regulator".

FPR. Red arrow is vacuum. Yellow is fuel.

But it usually starts hard when its hot
That pretty much put the nail in the FPR's coffin.
