Fill procedure is basic. Fill the surge tank. Start the engine and add til it stops taking any more coolant. Run the RPM up to about 3000 RPM to circulate it and purge most of the air. Top off as necessary and cap it up before it starts to overflow. Then recheck it after the next 2-3 drives as it may purge more air and need another top off or two before it stabilizes.

Yes I did the test as soon as I pulled into my mechanics shop at 250 degrees
    how is that possible -

at 250* the cooling system would be under full 15/18# of pressure -
if you immediately released the pressure cap -
there would gave been a geyser of steam -

There was a lot of steam and bubbling going on, he did let it calm down before using the kit on it and the test was negative for exhaust gas.

do the BLOCK TEST again -
it is quite possible - if not probable - that any exhaust gasses that were present -
got blown out with all the steam -

fill the serge tank to the proper level -
take the car for a "spirited" ride - with SEVERAL Wide-Open-Throttle's -
THEN do the BLOCK TEST -

and keep in mind that ANY change of color from the original blue -
just a slightly lighter blue - or almost clear - or slightly green -
is a POSITIVE reaction - it does NOT have to turn yellow -

It did turn slightly green! I guess my mechanic needs to go back to school lol, Ok so it is the head gasket, does anyone know how much it should cost to replace it? Or is it even worth doing?

"Worth doing" is a subjective personal choice. Financially, no. Cost will vary depending on where you are and who you talk to. DIY about $1000 or so in parts. Big job, you need to drop the entire drivetrain. Have it done $2000 - $4000.

Re: 1999 Deville over heating problem

there has been a new method developed -
that seems to be successful - and cheaper -
simply using longer bolts with the coarse threads -
    rather than using inserts -
that repair is going for $1500 to $1800 -
    rather than the $2500+

I wouldn't 't recommend that method. For starters, what is the new proper torque value and tightening sequence for the new bolt size?

I see no reason why that would not work. Hell, that's what GM did.

My local engine shop will put big certs(can't remember name brand) in with new bolts for 250. No labor included, you r&r. That's what I'll do if one of mine gives up the ghost.
