Cheapest obd 2 / obd ii needed to purchase to program key fob / ic for 1998 deville

I bought a new key fob and all my research says that it can only be programed by an obd2 connected to the Deville

I have the Instructions from the service manual and a Generic OBD2 Device and Software that i dont know how to use yet so im trying to find one I can jus plug in and go

Anybody know the cheapest obd2 to buy that will allow me to program this new key fob???

Service Manual Instructions for Programming 98 Deville Key Fob

    Transmitter Programming
    Reprogramming RKE Module
Important: The order that the transmitters are programmed is important. Program transmitter #1 first. Program transmitter #2 second. You may program up to 4 transmitters. Additional transmitters are available that do not have a number on them. Any previously programmed transmitters which were not included in the programming will no longer function with this receiver. The number on the transmitters are for reference only. Transmitter #2 can be programmed as transmitter #1 or vice versa. Use care in order to correctly program the transmitters. Complete the following steps:

    Connect a scan tool.
    Select diagnostics.
    Select body code.
    Select body style code.
    Select other.
    Select remote function actuator (RFA).
    Select special functions.
    Select F0 program key fobs.
Choose the fob number that you wish to program.
Follow the screen prompts in order to complete the programming procedure.
Press and hold the lock and the unlock buttons on the transmitter being programmed. The door locks will cycle. This should take about 15 seconds.
Proceed to the next transmitter and repeat steps 1-11 until all of the transmitters are complete.
Exit the remote keyless entry (RKE) programming.
    Disconnect the scan tool.
Cycle the ignition. Test the transmitters for proper operation.
    Personalization of the Transmitters
The transmitters may be customized in order to have the following actions occur when a specific transmitter is used:

    • P/R (perimeter) lighting on at remote unlock

    • P (park) lamps on at remote unlock

    • P (park) lamps on at remote lock

    • Horn sounds on remote lock

Complete the following steps in order to program the personalization features:

    Connect a scan tool.
    Select diagnostics.
    Select body.
    Select body code.
    Select body style code.
    Select other.
    Select personalization.
    Select driver information.
    Choose driver.
Select driver number key fob options.
Change the functions to active or inactive as desired.
Save the options. Exit the system.

    about $3000 -

a CODE READER can not program remotes -
they can only READ FROM the car -
in other words - they are a one-way communication device -

it takes the TECHII - or a two-way communication device -

    You don't need a Tech II for a '98.

    Courtesy of N* Caddy:

.....the ONLY cars that require the TechII are 98+ Seville and '00+ Deville. The procedure is described in the owner's manual. Just go to the RFA overrides menu.

    Memorize this:
    FAN SPEED UP = YES
    FAN SPEED DOWN = NO
    OFF=CANCEL
    PASSENGER WARMER=INCREMENT
    PASSENGER COOLER=DECREMENT
To skip a menu and go to the next one you press NO.
To access a menu you press YES.
To exit a menu you press CANCEL.

    Now the procedure:
    1. Press OFF & Passanger WARM (CANCEL+INCREMENT) buttons for about 3 seconds to access the diagnose menu (see the sticky for picture). The whole dash will light up, that is a sign you enter in the diagnose menu and is called “bulb test” (well you got the idea).
    2. The codes will start scrolling (ideally you see PCM NO CODES, IPC NO CODES&hellip, you can wait to finish or you can press NO to skip to the module menu.
    3. Either way you go on no 2, you will be prompted PCM? It basically asks you (Do you want to access the PCM menu?). Your focus is RFA so press NO.
    4. Keep pressing NO until you see RFA? (should be ~9 modules later depending on options).
    5. When prompted RFA? press YES (as in yes enter into the RFA menu)
    6. You will be prompted RFA CODES?, you don’t need that press NO until prompted RFA OVERRIDE?
    7. RFA S00 NO OVRD is displayed, press YES.
    8. RFA S01 PROGRAM FOB#1 is displayed press YES. IPC will display 0 on the trip odometer display , press INCREMENT until 99 is displayed. Now the system is ready to program the remote.
    9. Press and HOLD TRUNK release button on the no 1 transmitter (it make no difference what transmitter you use, just remember the first one is set for driver 1, so you may as well match it with the remote number – no confusion this way).
    10. Within one second of pressing the TRUNK button press the LOCK doors button.
    11. Hold both buttons pressed for a total of 3 seconds (locks cycles when the programming is complete).
    12. You have 30 seconds after step 8 to program the remote, else start again from step 7.
    13. To program second remote press NO until RFA S02 PROGRAM FOB#2 is displayed (and repeat steps 8-12).
    14. To exit press CANCEL until the bulb test. While in bulb test press CANCEL again and you are out of the diagnose mode.

In time the key fob may become out of sync. To synchronize a key fob (that was already programmed) while in remote range to the car:
    1. Press and hold TRUNK release button.
    2. Within 1-second press LOCK doors button.
    3. Hold both buttons pressed for 7 seconds.

    doesnt work
    tryed that yesterday
when i get to rfa it will not scroll to anything but clear codes
thats why i was trying to find an obd2 or that tech2 basscatt referred to
ill try again to be sure but i dont think it will scroll to anything other than rfa clear codes

eBay has GM Tech II's for around $900
Seen a Dell Tech II Laptop for around $1200/$1300 but all those are out of my budget range.
