Pretty sure it is held on with a double sided tape, much like all the other moldings and insignias.

Re: rear bumper plastic chrome ??? help on 99 deville

I replaced mine a couple of weeks ago (should have taken a pic), but it is double sided taped to a black plastic piece, and the black plastic piece has about 5 or 6 tabs that kind of snap into these square holes in the bumper. I still had the black plastic piece on my car, and when I ordered the new chome molding it came attached to a new plastic piece. If you still have the old one on; it comes off very easy with a flathead screwdriver; you just stick the screwdriver in and fold each tab down one by one as you pull the plastic piece off. Once you look at it you'll get it clearly (in case you don't with my instructions lol). I got mine brand new from a GM place for like $110, but you can get them online from a OEM Cadillac site for around $86 shipped. I don't remember the part # though, but if you email them they'll let you know.
