Question 99 Deville steers hard to left when sitting still or parking, is OK to right

My Power steering turns very hard to the left when sitting still or trying to park it. The power steering works fine when turning to the right. It also works fine in either direction when driving on the highway at speed. I had a new steering pump installed but it didnt help. I have 112K on the car. Any suggestions?

Maybe a failing (binding) steering gear assembly.
