Yep that's what I was reading on the DVM.

Your battery will drop down to it's normal voltage of around 12V as soon as you stop the engine.

Well I fixed my starting problem. It turned out that the positive cable going to the starter was loose, so I attempted to tighten it when the whole solenoid cracked and fell apart. And I also noticed that the positive cable on the starter was touching the starter heat shield. So I removed it all together, replaced the starter again from autozone and now everything is working like it should. So in the end my problem was the positive cable touching the metal shield and the solenoid plastic housing was cracked.

Hmm I just went through this who thing with my 90 deville and finally got it working. My symptom were almost like rev's but after a while I would not even get a click but the car would start if I jumped the starter with a screwdriver.

Do this Rev check the Yellow line from your ignition switch on your column to the starter relay. You should get battery voltage there, it will be the connector with two yellow lines(one goes to your park/nuetral switch and the other to your air bag). Next check the purple/black line for power and the solid purple line for power when you turn your ignition to the start position. If you have power on both those lines then the problem is your relay but if you only get power on the purple/black line then the problem is your pass key decoder.

Now if your decoder is not giving you power check the key cylinder wire on your column to make sure you are getting the resistance reading from your key and if your not then your key cylinder wire is broken and you have to go into your column but if you are then your decoder is bad and you can bypass this by putting a fused jump wire from yellow to yellow at the starter relay.

Now is all that is good then check the power at your park/neutral switch by putting the ignition switch on the start position. If you get power there check the continuity from the park/neutral switch to your starter. If you are getting power to the switch and no continuity to the starter then swap the switch.

Try that and see if it works for ya and let us know...

No I fixed my problem by removing the starter shield and replacing the starter again. For me the positive cable connection on the starter was touching the starter shield. Thus causing a no start or a click sound from the solenoid, and to make matters worse my solenoid was cracked. Replace the starter and remove the starter shield and my problem was solved.
