1991 Deville won't start. Replaced PASS key with no avail!

Hello and please help as I am ready to junk this car. The car will only start from time to time. I was told to replace the keylock cylinder (which I did and it took forever) due to the pass key problems these cars have and I had to have a key made at the dealership with the correct pellet (chip) in it. It is doing the same thing now that it did before I replaced it. Up until the time I replaced the key lock cylinder it seemed like the car was getting harder to start. When I first bought it you could turn the key a few times and it would finally engage the starter but it got worse and that is why I thought it was the pass key. It is almost impossible now and seems to be getting worse. I am sick of being stranded in it a few times. Sometimes you will get in the car and it will fire right up and other times you have to keep turning the key from start and back a few times before the starter will engage. You can hear the relay's click under the dash which leads me to believe that the ignition switch is good but I'm not an expert. (i replaced each relay by the way). I also replaced the relays under the hood. I used a voltmeter to check the purple wire that comes from the neutral start switch to see if any juice is going to the starter and there is not. I've also checked all the fuses. I'm really frustrated. ANY suggestions will help as I'm just ready to trash it and it's a really nice car but I'm not going to sink any more money into it that is unnecessary!

Sorry I forgot to add this. I also attemted to check the wire harness that plugs into the neutral start switch that is attached to the bracket on the air ride pump. The voltmeter only turned on one time when the key was in the on position but did not light up when I had my assistant (my sister) turn the key to attempt to start the car. I don't know if I'm testing the right wires though. I am thinking that there is not electricity running into the neutral start switch when the key is turned but again I'm just frustrated with this.
Thanks for any help by the way!

Have you tried jiggling the shifter while the key is in the start position? Have you pulled the DTC's?

    Good morning,
I tried wiggling the shifter and that didn't work. I checked the DTC's and an E-91 is present which I belive is the neutral safety switch but I'm not sure.

Yeah Thats what you have to replace its your park reverse neutral saftey switch. If it is out your car will not start. I had that same problem with my 91' deville. Replace that and It will start.

P091 (E091) .................. PRNDL Switch Problem (transaxle range switch problem)

Yup, AKA Neutral Safety Switch. I think I'd try replacing the switch.

If it were mine, I'd verify that switch is just not out of adjustment or just loose first. I've said this many times before, the codes NEVER tell you what to replace. They localize the area to check. A factory service manual is the most important tool in the box. It spells out a logical checking procedure that will either end up telling you to adjust or replace the switch or repair the wiring to it. You are gambling. Next week you might have 2 good switches?
