I have a 98 deville it won't start and don't know why I have a new battery,fuel pump relay, new fuel pump ( last owner said) it gets spark and I hear the pump turn on but i'm stumped

Sounds like you KNOW it is getting fuel by what has been replaced. As for ignition, you are going on what the previous owner SAID. I'd verify it.

Pull a plug wire and put an old plug in it. Ground the threads against an engine ground (don't hold on to it). Have someone crank the engine and see if there is a spark jumping the electrodes.

Well, in that case, I'd put a fuel pressure gauge on the fuel rail service port and see what kind (if any) fuel pressure you have.

I think you said in another thread that it was the ignition relay (switch? in another)

Do you know exactly where the relay is located and exactly what the name of the relay was, there are several?
