I would think 800 grit to be too agressive for this, but no matter. Go with the meguiars plastic polish. I'm not familiar with the 3M brand. If the meguiars polish doesnt' do it, then pick up meguiars FINE CUT cleaner and try that,

Whatever you do, DON'T PANIC! The headlamp pods will come back, but you have to be diligent in taking the right steps. Always go lighter. First try the meguiars plastic polish/cleaner. If not, then go with the meguiars FINE CUT cleaner. Whatever you find that cleans up the lense and makes them look "crystal" when dry. If you find the FINE CUT cleans it up, then FINISH with the plastic polish.

Well I used Plastx and it helped a little bit. I ended up bringing it to a body shop and the guy polished the headlights by machine. They look really good now. He said he only wanted some lunch but I gave him $20

Nope he used a pink "finishing" compound and buffed with a foam pad. They use 3M products for the most part. But he sure helped fix my problem, since I want clear lights when I get my HIDs. And just a note, I did use some of my bros aluminum and mag wheel polish before i went there and it made it look better.
