On a car with only a few mods like exhaust & intake, there's not much sense in paying the extra $$$ for a dyno tune. Costs twice as much, takes longer, can't be done through mail exchange, and might gain you a few extra hp.
On heads/cam/blower cars, yes a dyno tune is pretty much essential to avoid leaving hp on the table and making the car work well with all the mods across the rpm range.
