Those ratings area all BS. My actual MPG on the 2004 3.6 caddy are:
11-13 City
21-24- Highway
Good lord, I drive like a maniac and mine is still aroun 17mpg in town. I usually drive around 90 on the interstate and I get 24mpg at that speed which is pretty good i think!

I took a recent trip from Cleveland to Cincy. I reset the AVG MPG meter and observed 30.0 mpg. I should have checked, but I made an effort to stay under 67-68mph (mostly drove 65mph). I ended up getting 500 miles out of that tank!

I dont think there are stop signs and red lights every 1/10 of a mile in Iowa. Driving in the city over there is probably like driving on the highway...

Your driving habits and/or stop & go traffic seem to be affecting your mileage. I have the same car and my DIC says 23 mpg on average. My daily commute is under fairly good circumstances (speed limit 45, I drive 60, several stops) and I push it hard on a regular basis.
Regarding the 2008 mileage estimates, remember they're determined by the EPA and now (new for 2008) incorporate A/C use and other real world variables. Took them this long to figure that out? EPA estimates are intended only for comparing different vehicles. Your habits, driving conditions, use of the A/C and defrost, and other variables will determine actual mileage.
