That's exactly what they do, and you don't need to be driving on the track to feel the difference. In effect, what the reduction in body roll feels like is the tires staying flatter and the car hugging the road.
The bars actually make the springs on opposite sides of the car want to compress equally, keeping the car more level and preventing camber changes. When you turn and the weight of the car is pushing down much more on the the outside springs and less on the inside springs, you're losing lateral grip. Stiffer sway bars will help with that problem.
V sway bars = stiffer sway bars = less body roll = more equal spring compression = more lateral grip = better handling = more fun.
