rolling fenders

what do you guys know about rolling fenders "rear" i seem to have a problem with only my rear right fender always catchiong the tire and sliceing it, im not sure if it might be that the spring is gone on the rear right side but i am considering on rolling the rear fenders. advise needed

they make rubber blockers that you put in your springs, they take a away some bounce when you hit bumps. very cheap at most auto stores.

cutom body shops will do that sort of thing, any place doing low rider and street rods. shouldn't cost that much.
