OK, here's an area in which I have much experience and can tell you what this means. When the USPS tried to deliver the certified mail, no one was home and the USPS usually leaves a salmon colored note telling the person that there is certified mail waiting for him at the post office or that they will try redelivery. After three tries, the USPS holds it briefly at the post office and then sends it back to you as unclaimed. So, this means someone at his address likely knows that there was a parcel of certified mail waiting for them at the post office and they did not go to claim it.
If you intend to pursue this from a criminal prospective, you would have to check local law to see what would be required. But, likely, you would need to show that he knew of your demand. Since he has not claimed your certified mail, I will tell you what I have done in the past (and courts here in Georgia recognize this). Send another (or the same) letter by certified mail AND first class mail at the same time. If the certified mail comes back unclaimed and the first class mail does not come back, it will be presumed that he received the first calss mail.
I would also contact the attorney general's office or the local prosecutor's office to see what information they might need to prosecute.

BUT I did get the headers from him as well as a special order big brake kit he got from TCE I dont think he is trying to screw somebody but I am not taking sides. |
