    Welcome to the forums

(you're probably going to moved over to another area once the moderator picks this up)

It's probably a bad relay or motor.

You need a new wiper motor cover. Not the whole motor, just the cover. The cover has a circuit board inside it that gets condensation in it and ends up doing what it's doing to you. Go to the gmonlineparts store. They are the cheapest.

Yes, the circuit PCB in the cover of the motor is bad, common problem, Order the replacement cover , it's not hard to install.

I know that the motor on the 06cts is located under the hood driver side back by the firewall

I can tell you almost 99.9% that it was the wiper motor cover. Happens all the time. You need to access the motor and replace the rear cover.

    Re: Wiper washer motor

Oddly enough, here in the UK, our wipers are on the other side than yours and so too is the master cylinder.
Our CTS's here had a recall on the master cylinder, as it was prone to getting waterlogged and go rusty, so we had a plastic one fitted.
Looks like that particular spot is a water hazard.

    Re: Wiper washer motor

I recently had this same problem. I was quoted $200-$450 for the part from dealers and auto shops plus labor. Ended up purchasing just the motor from Rockauto online for about $60 and took me about 25 minutes to replace. Works like a charm and haven't had a problem since. There is a youtube video detailing the replacement process. Search for '2003 Cadillac CTS wiper motor removal'. I found it to be a very easy fix. Good luck.
