The PCM is basically the engine control mudule, but also functions as a basic control unit for the major electrical systems in the car. What problems are you having?

The no start and key lock definately mean something is going wrong and the PCM is going to report it as a p-code. Perhaps a harness is not snapped in tight enough or wire insulation is fraying. Lights may or may not be caused by a PCM fault. The vibrating seat is definately NOT a PCM issue. I dunno what to tell you about the seat but as long as it's doing what it's doing, just use it to your advantage (ie, massage, a way to pick up woman: "I have a Caddy and it has something special in the seat just for you" ). I would take it in for the no start and key lock issues. There will definately be a P-code set that the dealer can find and fix.
