If using hubcentric rings- front or back?

Okay so i've search all day and couldn't find an answer that you may think has been beaten to death.

So i have 2 winter tires on Steel Rims with the bolt pattern 114.3. I know i need hub centric rings to make them work.
But i will be buying 2 Steel rims that will have the proper bolt pattern for the other 2 tires.

My question is. Would it be better to have the proper fitting tires on the Front, or the Back?
I figure the Back is where the power is, but the front has alot more strain on it cause of turning.

And what kind/size hub centric ring do i need?

Thanks in Advance for any help

I know this may sound like a retarded idea but why not be safe about it and order 4 wheels that all fit properly
