You could always install exhuast cutouts ahead of the cat. I dont know the legalities of this in your state, but youd still have the cat install, so it would satisfy that rule.

removing the cats will only at most give you like 2 or 3 extra hp, you won't even feel the difference, and get used to your check engine light being on. no resonator and just straight pipes will decrease you performance and sound raspier than shit, you'll sound like a ricer with a fart can.
x-pipe will even probaly sound a bit raspy, and have cabin drone but atleast you'll get some gains from it. an after market resonator will increase your performance and give you a nice sound, or an x-pipe resonator combo.
when you have a super loud cadillac, people just think you need muffler repairs.
