Fuel gauge way off!

I searched the forum and didn't find this particular issue.

My '97 gets a solid 28 mpg on the highway. It dawned on me after my 2nd 300+ trip my gas gauge will show near empty, but when I'm filling the tank it only takes 11 gallons - I still have close to 7 gallons in the tank (18 gal. tank). After those 315 miles the needle is on the line just above "empty", but I conceivably can go another 180 miles or so before the car is actually near empty. The gauge should only read slightly below half.

I'm thinking the fuel sending unit is the culprit, and not the gauge, but I'm not 100% sure. Have any of you good folks had a similar issue with your Cats? What did it turn out to be?
