As an update to when I had this issue, It was the battery terminals.

The power wire to the starter/alternator is long and can sometimes get corroded which causes enough power drop to give the impression there is full power but the starter will never engage.

I solved this problem by wire brushing the terminals inside and out to all the positive and negitive connections.

It sisnt look bad, infact it looked pretty clean but once a fresh layer was removed the car started fine for about a year.

Sadly it has blown a head gasket and radiator now so it's sitting. But since a large paper weight isnt worth much I'm sure I will fix it and keep on steppin in this bear trap of a car.
