You sure the fogginess isn't on the exterior? Plastic headlights oxidize either from UV light, ozone, or pollution like acid rain. They are relatively easy to polish. The link takes you thread with a step by step demo. The results are genuine and amazing.

If the fogging is definitely internal I can only suggest drying it out somehow. I don't think you can separate the lens from the reflector without damage (I could be wrong). Remove the headlight housing and pull off the bulbs. Pour a little glass cleaner like Windex through the bulb holes and swish it around. Pour it out and rinse with distilled water. Use a blow dryer to shoot some hot air inside the housing until dry. Check the housing and bulb gaskets for leaks. I've never taken the headlight housing off my car so I don't know if there are any drain holes or vents but that moisture found its way inside somehow. Maybe during a rainy drive. This is what I would try. No guarantee it will work but it's surely cheaper than buying a new headlight assembly.

silica gel, or you can bake open the headlight in the oven and pry the lens apart. 220 for 10-12 mins
