MIL request circuit fault

Hello all... I need some help or explanation for the code/problems listed below...

The ECM has detected a problem with the MIL request circuit (Code-P1701)

Probable Causes
1). Open or short circuit condition with the MIL request circuit
2). Check for shorted MIL request within the TCM

Anyone has any idea what this means and will this proble be expensive to have fix.

Also, My steering will is getting very stiff and my blinker are no longer working... Does all this apply to the same problem above. Thanks in advance.
