Fuel or Fuel Pump Problem

I posted before that my car hesitates sometimes, almost refuses to go, very slow on acceleration sometimes.

Well I think I found out what is going on here. I noticed that it only does this when it is low on fuel.

Could this be the fuel filter or something worse like the fuel pump?

Car hesitated, went to buy gas, restarted it and it works fine.

Any ideas…Thought about changing the fuel filter over the weekend.
