I disagree with a small portion of what you wrote. I think those might not be water stains. My take is it's possible you drove through something caustic - at least vis a vis aluminum.
AL is easily stained. If you can get your rims shiny again, I would immediately apply a clear protective coating if you can locate something you think might do the job.
More and more out there on the road today there is stuff, liquid stuff, which is harmful to our cars. It is indistinguishable from water as you are driving along. I, too, have driven through this s--- and it is annoying beyong words - and extremely tough to erradicate.
