Does check engine light come on when you turn key on? Failed smog... please help!

I failed smog today because the check engine light does not come on when I turn the key to the "ON" position. The tech confirmed the light bulb was good because he disconnected the EGR and the light then came on.

Can anyone please confirm this for me? Just turn your key to the ON position and see if the check engine light is supposed to illuminate. I think it is the very top light on the center of the gauge cluster. Thanks!!

If I remember correctly, this car has a "service engine now" orange light and a "service engine soon" orange light, not a "check engine" light. Turning the key to run, engine off, should cause both lights to illuminate. They should go off and remain off once the car is running. Disconnecting the EGR should cause one of those lights to come on. Reconnecting the EGR will keep the light off, car running but will hold a history code in diagnostics for a failed EGR circuit. I just looked at a cluster for sale on EBAY and these 2 lights seem to be in the center of the cluster at the top.
