emision testing high carbon monoxide in NJ

I just got my car tested today and the carbon monixide level was at 1.93 and needed to be at 1.20. i put in a new air filter before the test. any help would be much appreciated. i dont know where to begin.

it is a 1992 allante with 47K. the car is in perfect condition and i just got it.

should i get a tune up, egr, fuel cleaner, wires, cap and rotor or something else. I have 30 days to get it fixed. i love the car but want it right.

Is the car reaching normal operating temperature? A weak thermostat can raise CO by having the engine running too cool. If digital, the temp gauge bars should be in the center or one bar above.
